Oman has a 3,165-kilometre coastline. The temptation to develop it aggressively is real. The choice, documented in Vision 2040's environmental pillar, is to treat that coastline as an economic asset to protect, not a blank surface to build on. Oman has established marine protected areas covering key coral habitats and turtle nesting beaches. Its Blue Carbon initiative, part of a wider Gulf and UN-backed effort, has been channelling investment into mangrove restoration along the Batinah and Dhofar coasts.
These are not cosmetic gestures. Oman's fishing sector directly employs tens of thousands of Omani citizens. A degraded coastline does not just hurt the environment; it erodes the livelihoods of fishing communities from Musandam to Salalah. That only holds if the landscape survives.
Mistake 2: Building a city that needs unlimited water
The UAE sits near the top of every global ranking for per-capita freshwater consumption. Sustaining Dubai's population, its golf courses, its indoor ski slopes, and its landscaping requires almost entirely desalinated water, produced at enormous energy cost. The infrastructure cost of that desalination dependence runs into billions of dirhams annually and ties the UAE's water security directly to its energy supply.
Oman is not water-rich, but it has managed its aquifer system with more discipline. The government has been investing in treated sewage effluent reuse for agriculture and landscaping, reducing pressure on underground reserves. Aflaj, Oman's ancient irrigation channels, have been a UNESCO-recognised model of sustainable water management for centuries. Vision 2040 explicitly targets improved water efficiency across agriculture, which still accounts for the largest share of freshwater use in the country.
This matters for ordinary Omanis in a direct way. Water tariffs, agricultural viability, and the long-term habitability of interior governorates all depend on whether the aquifer system holds. Mistake 3: Building a city you can only survive in air-conditioned
Dubai's urban design concentrated dense development along Sheikh Zayed Road and its extensions, producing one of the most car-dependent city layouts in the world. Street-level life is hostile. Outdoor pedestrian movement for much of the year is effectively impossible. The urban heat island effect, where paved surfaces and buildings trap heat and raise local temperatures several degrees above the surrounding desert, is severe and well-documented. Dubai's own planning authorities have acknowledged it as a problem.
Oman's cities, particularly Muscat, are not dense enough to have avoided this entirely. But Vision 2040's urban planning programs explicitly incorporate green corridors, coastal promenades designed for human use, and zoning guidelines meant to preserve tree cover and shade. The Muttrah waterfront regeneration and the Muscat Bay development model both reflect a stated preference for walkable, outdoor-usable public space, a clear break from the enclosed-mall city model Dubai built.
For young Omanis, this is not abstract. A city you can walk in, sit in, and use without a car is a city with lower cost of living and higher quality of life. It is also a city that attracts and retains talent, which is exactly the population that Vision 2040's non-oil economy needs.
Mistake 4: Building a carbon footprint you cannot grow your way out of
The UAE's per-capita carbon emissions are among the highest on the planet, a direct consequence of decades of energy-intensive construction, heavy desalination, year-round air conditioning, and a transport system almost entirely dependent on private cars. The UAE has ambitious net-zero commitments now, but decarbonising an already-built carbon-heavy city is considerably harder than building a lower-carbon city from the start.
Oman still earns the vast majority of its government revenue from oil and gas. That is not a secret and not something to paper over. But Oman's strategic bet, visible in the green hydrogen projects anchored in Dhofar and the 30% renewable electricity target by 2030, is to grow a new energy export economy alongside the existing one rather than deepen the fossil dependency. The hydrogen partnership with BP and the Oman Investment Authority at Khazaen, along with the ACWA Power and OQ renewable projects, represent actual capital committed to this pivot.
As tracked in Oman's 2024-2025 progress report, renewable energy capacity additions have been accelerating. The logic is commercial as much as environmental: an Oman that can export green electrons and green hydrogen to Europe and Asia in the 2030s has a revenue bridge that an Oman locked into oil alone does not.
Who is responsible and what is actually being spent
Oman's environmental commitments sit under the Environment Authority, the Ministry of Energy and Minerals for energy transition, and the Oman Investment Authority for commercial green projects. Vision 2040 designates environmental sustainability as one of its core national priorities, not a side programme. Specific budget figures for environmental programmes are not always publicly itemised separately from wider ministry budgets, so individual spending lines cannot be confirmed here.
What can be confirmed: the marine protected area network exists and is enforced by the Ministry of Agriculture, Fisheries and Water Resources. Mangrove restoration projects have been physically implemented along multiple governorate coastlines. Renewable energy contracts have been signed with real capital commitments, not just memoranda of understanding.
Why this matters for ordinary Omanis
If you fish off the Batinah coast, the health of the reef is your income. If you farm in the interior, the aquifer is your livelihood. If you live in Muscat and your electricity bill is climbing, the speed of Oman's renewable transition is your monthly budget. And if you are a young Omani deciding whether to stay or leave, the kind of city Oman is building, one you can actually live in outdoors, walk through, and breathe in, is a real factor in that decision.
Dubai built fast and dealt with the environmental bill later. Oman is making a bet that it is cheaper to avoid the bill than to pay it. That bet is not yet proven. But the policy choices are at least pointing in a different direction, and in the Gulf, that alone is worth noticing.
